[m-rev.] Fwd: for review: rename the .ll_debug grade component for hlc grades to .c_debug

I sent this to the list last night, but something strange happened
during the send. My email provider has two separate web interfaces;
this message shows up on one of them (the one I am forwarding it from),
but not the other. It shows up in the m-rev archive, but my local Thunderbird
can't find it. I am resending it to ensure (or at least increase the probability)
that you guys get it.

I am particularly seeking opinions on the XXX in the log file:
the treatment of the --c-debug option to mgnuc.

Note that the diffs to the files in the runtime other than mercury_conf_param.h
were done by a global search and replace, and don't need to be looked at.
